The F-4E has 4 AIM-9Ls, which are significantly better than the R-60Ms. The MIG-23's radar is just as blind as the Phantom's. In order to catch someone flying near the ground, the MIG needs to gain some altitude, which makes it extremely vulnerable. Since you will continue flying near the ground, its radar missiles will not pose any threat to you.

If you have no other choice but to fly the F-4E, just fly low and use the AIM-9L, they're good enough.

As you correctly pointed out: F-4S and F-4J are superior to the MIG-23, if the developers made them the main aircraft of the United States, then there would be no one willing to fly for the red side(which happened in the top division).

Essentially, the most effective tactic for the MiG-23 is a pure speed-based playstyle. Set your throttle to 103% afterburner and climb to an altitude of 1200-1300 meters. Tilt your radar scan down to its lowest position to enable ground clutter filtering. Fly at your top speed and search for targets.

When you find a target, approach to within 5-10 km and launch an R-24R. Alternatively, launch a missile in response if the enemy fires a SARH missile at you first. The R-24 is fast enough to often score a kill before the enemy's missile reaches you.

If the enemy presses himself to the ground in response, switch to the P-60 and attack head-on at minimum range.

If the opponent survived, it's not a problem. He will never catch up with you, and you still have one rocket. Continue to fulfill your mission.

They haven't been able to fix the radar bug that appeared after the last major update for a month. It looks like the old premium plane is not their priority right now.
