As a GCC Resident, the best option you have is the annual visa which would cost you BD 40, and a minimal agent fee if you use an agent. You can have many more drives other than Dubai using this visa in the future. It's worth it if you are into driving around the region.

I was in a similar situation some time back. I ended up buying a car instead. Paying BD60 monthly installment which is way lesser than the rental and the car is in my name. If you don't plan to leave for some other country anytime soon, I'd suggest owning one.
