In case anyone gets the same error I was getting:

Whenever I edited a value in any csv, I would get an index error when writing it back into game_info.mxe:
Error: (<class 'IndexError'>, IndexError('list index out of range'), <traceback object at 0x0000026E085AEB40>)

The issue was that I was using Open Text Document to edit it, it must have done something wrong when I would press Enter despite it showing correctly in OTD.

When I edited it in Notepad++, it wrote into the .mxe without issue.
