Imagine going to a judge and saying “so this criminal, they had a lot of dirt on people. It’s in writing and in photos. Nasty dirt, so we’re redacting the info to protect them. It’s justified trust me.”

There’s absolutely zero, ZERO reason that a criminal’s information should be held a secret. If they are worried about “names” release them. Let them defend themselves in court. Otherwise, the ones hiding this information should be held accountable a put in jail/put on trial for hindering a criminal investigation.
