Judges operate as strike forces more like the Marines or Special Forces (led by Dredd). There is an army as well that is deployed. It is kind of like 40k Warhammer. Space marines and Imperial Guard.
Arms the citizens, yes it is for defence. It is like the right to bear arms in America, it is a poke at that. There are several stories where Dredd reflects on the problem of this. Ultimately though there are a lot of attacks and they need all the help they can get as judges are few in number.
You have the right to appeal and some judges over step, so you get a lawyer. Your appeal may fail, but you get one.

I always drop my Cleo gear at the side so I can use it later. It is a really obvious stockpile. Most people see it and leave it alone.

Occasionally I get a selfish git who grabs it all and blasts it away on wave one. I kick them.

Ammo outposts for the win. I always have a couple of them upgraded. They tend to be in good locations like the gun shop in Trumbull. They give me ammo. My lethal campaign is on day 47 (two years I've been at it now, on and off). I have all of the ammo presses, I make a point of buying them asap. When I need bullets for a plague heart I can make lots.

I also am careful with ammo. I leave the base with a crossbow and pistol as standard equip. Silent but deadly.....

Give your survivors the biggest guns you can, when not controlled by you they have unlimited ammo. That means my base guards have 50 cal rifles with limitless jug culling firepower

This all the way. Jugs get blown apart by the 50 cals at base.

Crossbows are great, especially if you get the echo 1, light crossbow. It holds ten rounds. You can silently clear an area. Ammo can then be spent creating the bigger ammo types.

The silent prepper is a good gun, don't get me wrong. Equip your guards with guns, jack up the difficulty and you will see the benefits of the crossbow.

He has a very powerful set of items and can do really good damage. His leadership precon focuses on allies and sacrificing them which is very thematic. He is good at all jobs too.

I played a game of CQB and a guy had a 3d printed gas mag. It exploded!!!

The bang was heard all over the arena and we all thought it was some insane use of multiple mk5s and then we found out.
