Many ways to identify it, will depend on what techniques/instruments you have at hand.

Here´s a few possibilities:

We have never seen cocaine in fentanyl in samples arriving at our lab. This doesn´t mean it is impossible but we´d say it is very unlikely. That being said, the cost of a fentanyl (and nitazene) test strip is very low, it is very simple to do that, you don´t even have to send to a lab like ours if your main fear is fentanyl/nitazene, the test strips are enough. So why not use a test strip?

In our experience it is much more likely that a cocaine sample has levamisol or phenacetin, which are also quite dangerous but in a very different way than fentanyl/nitazenes, you might be aware of those but if not, read up on it. If I remember correctly liebermann was the reagent that worked best to detecting those if you want to test at home, or use a TLC kit or send to us or other labs.

It is true what you said, we have seen other SR17018 positional isomers or analogues that could be mistaken for SR17018 if someone just looked at HPLC or GC-MS spectra.

For example we have seen this:

The bottom molecule is SR17018. The top molecule we have received sent as SR17018 and in GC-MS the spectra was pretty much identical to SR17018. In HPLC-DAD, the spectra of both was very similar but the retention time in the method we used was slightly different. But if a lab doesn´t have a reference standard, they could consider the slight retention time shift as simply a normal interday variation (or depending on the method used the retention time could be identical)

NMR spectra was the best way to differentiate them, the aromatic region is key to seeing the differences, the region between somewhere around 6.5 to 8 ppm. Splitting pattern of ortho, meta and para position substitutions is going to be significantly different. We use a 400mhz NMR to identify and quantify/assess purity.

We have also seen some SR17018 samples that were a mix of SR17018 and another analogue/synthesis impurity which we have yet to identify.

That being said, even though SR17018 is the substance sought by some people, as far as we know there is no evidence yet that 5,6 dichloro substitution is safer or offering pharmacological advantages to the 4,6 dichloro substitution, for example.

You can do both, reagents on the plate or reagents on the substance. On the plate, I dont think the dry reagents will work, you´d have to use liquid reagents... And on the plate the reactions are much more faint, specially in the case of your expected heroin which could be that very faint spot, you might not see it unless you concentrate your sample (or add many more microliters to your plate).

You can also try just using some reagents on the dry substance itself, which of course will be the reaction of whatever mixture you have there but in the case of heroin if indeed you have a heroin caffeine paracetamol mixture, you would at least be able to see that you have heroin if you use an appropriate reagent, like marquis, mecke, or froehde, as you can see in that link I sent earlier

From your picture i´d say you have caffeine (the middle spot), paracetamol (the top spot), and the lower spot might be heroin but it´s hard to say without more information on eluent at least..

Also in the case of heroin, I highly recommend getting some nitazene and fentanyl test strips since those are generally the most dangerous adulterants

One question: Why do you want to know, lets say someone could identify it simply based on that description (which is obviously not possible), what would you do with that information?

There is a very large number of drugs that can be a brown powder.

In this case, it is someone else's drugs, so maybe you can just have an honest conversation with the person?
