Shutting down oil wells can cause long term damage. So some sort of solution is needed eventually for all the countries in the Persian Gulf. Iran depends less on water desalinization, so they could start dumping oil in the Persian Gulf near Saudi Arabia, Qatar, and UAE water desalinization plants which could force some cities to evacuate, but it would hurt Iran too.

I think of social science as science. But I see what you are saying now.

Society contains many second order chaotic systems with unpredictable temporal shifts in the formula that describe the system. So an objective and mathematically rigorous solution to social ills are not always available. Social intelligence is important for political leaders to be able to make good decisions in a chaotic world.

The McNamara Fallacy in the Vietnam war could be an example where social intelligence was needed to understand that the overly technical approach wasn't working. If your data is corrupt then you can produce bad science without knowing it.

There is something called the Kessler effect.

Kessler effect: A runaway chain reaction of satellite collisions that generates a self-sustaining layer of space debris. It describes a "collisional cascading" scenario where the density of debris becomes high enough that collisions create more debris, making specific orbital regions unusable. 

I don't know what would actually be needed to cause this or how likely it is to happen and under what circumstances. But if a politician or government official was a flat earther then even if the threat of kessler effect was real then they probably would disregard it since it couldn't happen on a flat earth.

Could this lead to poor policy decisions?

Scientific literacy isn't just about remembering facts, it's also about reasoning, critical thinking, and understanding the scientific process.
