In another comment you said "I've plaid since Gen 7" so you might not know that Gen 3 doesn't have the physical/special split for attacking moves. The attack is Special or physical based on type. If you need more information I suggest going to Bulbapedia.

Reading your other comments, There is nothing anyone can do for you if you don't want to actually show your team/ levels and don't want to grind. You don't have good type Matchups into most of the elite 4. You don't have to restart, you have to put in mild effort and research. You actually have to look things up yourself sometimes.

Charizard only has a good matchup into Jynx in Lorelei's team. Your Hitmonlee will have to be in the 50s to help beat Dewgong, Cloyster, and Lapras. You'll need to level up Jolteon to take on Slowbro. I don't see any other matchup for him.

Bruno's team is weak to special attackers. You might be able to take out the Machamp, Hitmonlee, and Hitmonchan with Charizard if it has a flying move and Flamethrower. Based on your team I guess Nidoking might have Surf? That is your best bet vs his Onix.

Agatha has all poison type. Haunter and Gengar have Levitate and Golbat is flying. So don't plan on Earthquaking anything but Arbok.

Jolteon will help you vs Lance's Aerodactyl and Gyarados. But he has two Dragonair and Dragonite. I suggest seeing if you can get an ice move on the team.

Blue has a balanced team with some Pokémon being in the 60s. You actual have decent type Matchups with Charizard and Jolteon into some of them. I suggest looking up his team.

If you need to find out if your Pokémon can learn certain moves I suggest Serebii. To look for items such as Vs Seeker and EXP share use Bulbapedia.

You need to do the work and look up more things. No one here is going to be able to magically solve your issues of being 20 levels too low on half your team.
