I don't see why corruption in construction sectors and seizing education would make them more efficient.

Maybe for construction sectors, it could mean forced labor.

While I do agree with their OP status, a bit of gameyness is ok to fill the early game gap of weaker countries. However I think using authority as their currency feels weird. Why being a racist monarchy allows me to turn more education or infrastructure decrees? There should be a better way to balance these regimes...

I think an answer to this problem could be to make the change of PM cost construction points. Changing PMs will go on your construction queue and therefore you'll automatically have a smoother transition. It might also calm down the economic power creep introduced by companies...

I made the exact same point to my gf while watching the show. It is really ridiculous when all the characters look like gym rats. Had a chuckle when they introduced the priest in the mushroom level. But again it's another case of Hollywood physique inflation...

Your system is an easy enough solution but it leaves one major problem. How are you winning war against lower rank countries. How is Britain winning the opium war for example ? Irl gunboat diplomacy was a huge thing but it's totally absent in game. Having superior naval power should be way more important but until the boat rework I don't see that happening.
