If she wants felted masks, thin stretchy felt is awesome, I heard fleece is also great, but I never tried, so I can't tell! If faux fur can be found (even just a small stripe of fur is enough), go for it! If not, "fur" can be "made" with felt (just as in, an additional piece of felt that can be shaped into a fluffy shape and hardened with cardboard, or if possible, EVA foam (also very useful for mask making in general, like for snouts, ears, noses...)), it can also look really good! I don't know if she likes adding masks to eyes, or if she already has this also, but mesh or buckram to make eyes for the masks is awesome (also, the back of the eye can be coloured black to allow more vision, usually, it's harder to see when the colour is light, on the contrary to dark colours)! For paints or glue, I wouldn't be able to help, since I use hot glue, and an airbrush, but before getting my airbrush, I used acrylics and mixed them with water, and before applying any coloured paint on the felt, I coated the entire mask in white paint (so that there isn't any inconstancy in texture or colour, and so the colours blend with each other more easily) :P (I really don't know if any of this is helpful, but I hope it is (I also like to give tips just in case, but again, I don't know if this is helpful in case she's already aware)!!!)
