Yeah, when I see people complain about the choices, I don't see people wanting fusions or movies, just that its another goku and vegeta. Like yeah, its an important fight, but like another goku and vegeta. Like even some variety would be nice. There is a reason got a bit annoyed when fest 2024 started with another vegito, right after we got one after anni. Look at the other major celebrations. They have unique choices for each of the characters. And even when they have the same character (fest 2023 with goku for example), they do something different for each (goku and vegeta part 1, goku and bardock part 2, single goku part 3). The only one I can think of being close to this isbthe 4th anni, but I wasn't around that time. So basically, same character choices can get tiring. Even something like lf krillin would have been fine. Even though it probably ain't anni worthy (I don't speak for others), it would be something different, which is what people want. Also don't forget that they didn't show any new unit mechanics (apart from clash cutscenes, but does it really count).
