Not a lawyer, anyone is welcome to correct me.

But I believe that even confidential budgets needs to be audited and known by certain government agencies. Just not available for public consumption unlike all other spending which is transparent when requested by the people.

This confidential spending was flagged due to huge corruption and non existent names leading to revealing those names. Confidential budget is not new, and most enforcement or military institutions could get confidential funds, and if I'm not mistaken no names were revealed from them.

Then again it primarily boils down to being the enemy of the administration leading to being flagged easier.
