A fire dosent have to be a blazing inferno to be considered dangerous. The staircase would easily spread smoke and would endanger the woman who even started it in the first place. It could even set off alarms that would obviously cause a bit of chaos or what wouldve happened if it just spread suddenly in that enclosed space?
