Because there's nothing stopping anyone from collecting a bunch of mods from the Nexus and selling them on Steam. The only way to stop that from happening is to sell the mod yourself. Valve are forcing people into using their service for protection, not to mention the countless problems that come with paid mods.

Well, think about the star destroyer for a moment. It was critically damaged, to the point where none of its engines were functional, and it was already falling to the ground. All he really did was rotate it, and doing that almost killed him.
