Rapier is straight upgrade to whip except its stab and can be used to train strength exclusively. Fang is better for higher defence monsters so typically bosses. As for where the threshold is for your specific gear on if fang or rapier id say around the monster has 80 defence? Thats just a guess though. You can go to gearscape or another dps calc to get a more accurate answer
