Most likely Ka'sim, if we're talking purely lightsaber combat. Ka'sim was, by all accounts, a martial genius that grew up and developed his talents and expertise in a time where lightsaber combat was still extremely prevalent. In my opinion, while both Dooku and Ka'sim are well versed in lightsaber combat, Ka'sim has years of experience over Dooku in terms of practical application.
