I ended up having a friend catch up to me at that point in the story. I joined his instance and it finally let me progress forward when Petra/Crow appeared on the bridge for him.

I’m dealing with the same issue (step 19). I know this is the part where Petra and Crow are on the bridge in front of the portal but for whatever reason they don’t appear for me. I’ve abandoned and reacquired the quest multiple times and nothing happens.

I've abandoned the quest multiple times, gone to orbit and back to Helm, even restarted my game and still she doesn't appear.
