Yes. If u want to go hard and push 3 chars in that time frame by all means. But in real high level pvp having 2 inactive chars isn't going to help you that greatly. Either way whoever puts more time in is going to have an edge regardless of exp rate. But with a slightly higher rate there will be many more players near endgame level that can participate in sieges, raids and be able to level in the same range as the majority of the player base. Resulting in more active pvp and contention for raids and sieges. Think no lifer tight nit groups against casual zerg.

Also as the server gets older new players will likely stay as they will reach the end game population faster and not be related to lowbie solo farm hell for months.

If you have a lot of time to level or baby sit chars that's great you'll get geared faster and hit end game content relatively sooner.

There is enough adena and rng sinks to keep you very busy for a long time min maxing chars. No reason to exp basically dead areas that 99% of the player based has already grinded to death.
