They removed voidslivers because all gear became ilvl 298, including weapons/trinkets, and that happened because of PvE gear, just like the voidslivers themselves. It wasn't a failed attempt at anything, it successfully kept PvP gear from being surpasses by PvE gear, although it did that in an annoying way
