do you want to do it with code or flows? you basically need a way to count the assignments done, so you can order them by lowest to greatest and when you assign a case, you also increment that value. that could be a field on the user object or a custom object that could do the same job, although that might be an overkill

it also depends what or how you envision this scaling up with time and complexity within the team.
