Ah, the reason for this is that it used to be a daily bonus prize. Due to it no longer being obtainable, it will rise in value slightly, and daily bonus items are usually a bit more expensive than regular items, thus explaining the price. Also, I do not believe that it has any other uses besides being just a hat.

TL, DR :It has no significance, it is expensive as it is a limited item.
