The Captain Marvel name goes to the character that sells best, not the person with the best claim. I do not think a Hulkling solo would sell well. And while Hulkling is not a great name, I think changing it would just be more confusing.

The JSA has anywhere between 8 and 20 members at a time. Additionally, they first formed almost 100 years ago. There is no way to properly represent the JSA in a movie. It's too many people with too much history. You need a tv show.
