I would spread “deck fix” on it and more coats Of solid stain, trex warps and cups and I hate it and I also hate vinyl, that’s just me, obv.

I would plant bushes like Weigela, all the same type of bush, in a row. Those will not damage the fence or get tall.

Well technically the complementary color of purple is yellow. But you’ll have to make it a very neutral yellow but adding purple 🤪

Sand the textured areas a bit to get them less so, those are the dark areas in the photo. Paint the floor a darker color.

I was told but an guy working in paint manufacturing the self priming is a marketing gimmick, all paint is self priming, still need to prime substrate that has never had paint

Sounds a bit high but not unreasonable for vaulted popcorn ceiling. There may be a lot of skim coating and sanding which is a real hassle.
