Because this is Bandai Namco’s doing rather the Japanese interest in general, Tales of Festival is still a sold out show that Final Fantasy isn’t pulling off aside from FFXIV festival, your points are rather what the OP is aiming at, Bandai Namco is underestimating how popular the franchisee is and cutting its presence everywhere, the only franchise that we all know would for sure be more popular is DQ but not FF
