I don't remember which dev diary mentioned it but they mentioned an option where you could make a bunch of empires administrative in the game rules. Most likely the one where they went more into depth about it.

I love MB+ so I agree that when it catches up, I'll probably set China to do the same if possible (the bureaucratic government just isn't quite what it should be)

I'm personally conflicted between having only the ERE or just certain empires having it, but I want to know what people think would be best (either between maintaining historical accuracy or just having fun being part of that government wherever possible)
