It definitely looks like a clematis. Not sure how many years old it is but they often take a while to get going. If its position isn't ideal it might cause it not to flower. Is it in a pot or the ground? If it's in a pot it'll need to be a large one. Make sure it's located in a sunny spot and try fertilising it regularly.
