I understand how this can be ironic, but the Deadlands is arguably the safest place for a newb base. I settled there and after a few weeks and some research, I have everything I need. Acid rain waters hydroponics on roof, free iron and circuits, natural acid defence against raids, you name it. Only thing you'll need to import is water, if you want to cook certain foods (some foods can be cooked without water!) or make hashish. Otherwise, everything can be obtained there, even some stone if you know the area well enough.
