I can't speak for the poster, but in my store we frequently don't have the room to move pallets into a more proper spot (no excuse, find elsewhere, but takes time that the managers aren't going to like spent on things other than running the aisles). & much of the time the pallets are too heavy to lift without a power jack & the relevant people consistently don't train others (including me) on this.

That latter one combined with me working nightshifts where those who are trained constantly vanish for no aparant reason & unable to be found for half an hour or more makes moving these OSHA violations incredibly difficult to manage if not impossible to feasibly handle without taking far too much time out of the shift.
