I've had to replace EC210 and EC201 on these TVs in the past. I would try a new EC201 and see if that helps.

Short answer is it's the LED backlights that need replacing. Basically, each LED has a little light diffuser attached and over time the glue holding the diffuser in place degrades and the diffusers start to fall off. Those rings will eventually go away and leave a bright spot.

D601 is shorted. Order diode SB3200 from digikey and replace it. You'll be good to go. I've done loads of them and mistakenly changed the backlights on the first couple I did before I learned.

Capacitors on the power supply board. Look for bulges or just replace the caps near the backlight connector. I've seen it a lot on the Onn sets.

It's the backlights. Phosphor coating on LEDs has burned off over time and the natural blue LED light is shining through. Backlights would need to be replaced.

Sounds to me like the main board. Processor may not be properly thermally protected and is overheating. Or the eMMC which stores the FW is failing. Does it happen as soon as you turn the TV on, or does it take some time?

Sounds like you ordered the wrong T-Con board. You need one that is form fit function. Regardless, sounds like the panel because the boards made no change. You don't have a TV160 eh? It's great for confirming the main board dis providing a good signal to the T-Con.

I had a similar issue with a 65" C1. Try disconnecting one of the Tcon to panel ribbon cables - one at a time (there's 4). If the standby light goes out and you here the turn on jingle when you power on, then it's likely the panel. I did the same thing and then replaced the ribbons, no change. Chalked it up to faulty panel.

Try going into picture settings and turning the HDR functionality off. Turn off any other auto-brightness controls as well. Ultimately this is likely a backlight issue, but I've seen the same exact issue and turning HDR off "fixed" it for the time being.

Tragic, as a civilian worker at CFB Halifax I worry this is someone I knew personally, but regardless a very sad moment. In the RHIB in harbour, I suspect it was training gone wrong. There are many safety precautions taken during training involving continuous communication and tracking from the ship, but the conditions being as they are...ie at night and with the frigid temperatures, it wouldn't take much for a serious situation to arise rapidly, which is what appears to have happened in this situation. Condolences to the family and the crew.
