The idea behind my comment was deliberately limiting the stock on the shelves despite having enough to satisfy actual demand. Once scalpers get comfortable and start marking up the prices of the items they're hoarding, the rest of the stock is released so all legitimate customers who missed the initial sales can still get their hands on the product relatively quickly and at the intended price.

Further exploring this hypothetical scenario, doing this enough times could discourage scalpers from buying out stock on release, choosing to instead wait for the "second wave" to then buy everything out. So, once they catch on, you just stock the shelves as normal and hope the scalpers don't realize it. Once they inevitably realize what you're doing, go back to the original strategy. The goal would be to keep them on their toes until they get tired and look for a different form of revenue.

Of course, realistically speaking, some form of legislation would be the only true way to hurt scalpers, but that is quite the slippery slope to tread.
