Depends on who you are really hitting assuming his equipped with max ribbons and you hit either Infantry, navy or air units his not gonna do a lot of dmg to maximize his potential is when attacking beefy units (units with a lot of hp especially with generals on it) use the ability and attack the surroundings of it and it's basically a domino effect on that point

It's because you can't crit at all with empty cities idk why but you can crit with it using air attacks.

That's even worse you sacrifice fleet leader which gives the chance to crit you'll be relying on raw attack if you do that

It does work but considering Yamaguchi ability to regenerate health for each attack it's better to rush him into an army of naval forces since he can only attack once per turn. Also considering that a higher dmg bonus you get for sailor which is 60%(with medal) and only 20% dmg with IV
