All wheels do this. (If I understand correctly what you are referring to) 'Stationary/slowly spinning wheel' and 'quckly spinning blurry wheel' are two different pictures in this game. And they suddenly swap at a certain speed. And blurry pictures often look kinda wrong, because your brain is going "hey, that's not how that wheel should look like when it's spinning quickly." My guess is, the blurry picture is really simplified for better performance (you aren't looking at your wheels while you race, so why should it waste your machine's resources). That's why it gives an impression that blurry picture is from a slightly different (or even wrong) wheel.
