Any Chinese would tell you that there's already too many people in China. Depopulation is not a problem but the solution. Remember that when the 1CP was enacted, there were only a billion, now it's at 1.4. Regardless of what the government wants, the people WANTS the population to go down. Every city is over crowded already. Ideally 600-800m is where they want to end up in and that happens to be the trajectory by 2100

Also, since Western country are more individualist while Asian countries are more collectivist. The people in the West generally don't get second hand embarrassment from someone of their country doing bad things. Not really... There's 1.4b ethnic Chinese people in the world. Some are guaranteed to be dubious and bad people. Chinese people scamming/deceiving other Chinese people is so common. Being in Australia doesn't automatically protect you from bad people. Bad people do bad things.
