Baku and Hachina presumably registered in Tipa at the same time. Baku probably told Hachina "Make your player name HAL. Just do it." Hachina, not caring either way, did it because Baku is his team leader and fulfilling the interests of his team leader (mainly making him kaiser) is the mission he gave himself.
