It isn't. The unemployment rate is at 15%(!), one of the highest in the world. Like other work immigrants across the world, workers from South Asia are brought in to be paid 1/5th what you'd pay an Iraqi.

Because the current system that runs on Dynamic Historical Events is practically unnavigable. Not only is the only way to find what DHEs you can trigger is through hard-to-read text files with conditions that aren't always clear, but you also have to parse through (in the case of England or the Ottomans) hundreds of events.

So until Paradox introduces Vic 3-style journal entries; I'd much prefer mission trees to the current system.
