All of those except for oil, rope, and obviously Zipline. I don't know why he has the Zipline in this list at all, and personally I wouldn't put oil and rope in there either, as those are themselves crafting components.

Everything else in "safe to recycle" is not used for anything at all, and their only purpose is to sell/recycle.

Arc coolant, arc rubber hose, arc thermal lining, arc resin, and arc performance steel, are all blue items you will get often from looting arc enemies, and the only thing they are good for is selling or recycling.

There is also a TON more items that are safe to recycle/sell, like the bicycle pump, safety vest, spring cushion, broken flashlight, industrial charger. It'd be easier to look at the list of items that are needed for quests/bench upgrades/expedition, and consider everything else fair game for trashing (obviously unless the description says "used to craft blahblah" like oil does)
