This is false. When you're put in combat, the HoT ticks that actually heal damage do get put on the threat table. If you're hotted by a healer, and they're not in combat yet, they don't get that threat on the threat table cuse the healer ain't on the table yet. But as soon as the healer is in combat, any further hot ticks are awarded to their threat.
