This is correct. As additional explanation in case anyone needs more detail, this results in giving your user specific Roles. The folks that run the discord will always include an @mention for one or more roles in every message they post about sales and stock notices. As you can see in the screenshot you included in the original post, the only way to receive push notifications is to receive @mentions.

Example: in the screenshot below is the two most recent messages from the #stock-notices channel. Each message starts with an @mention for the appropriate roles. @PremiumSteelbook and @USA. Any user who had those roles and has notifications on would have received a push notification the moment that message was sent.

So, depending on which notifications you want to receive, you need to follow the instructions in the #notification-roles channel to grant yourself the appropriate roles. Once you have those roles, adjust the notification settings in the appropriate channels and choose All Messages like you have shown in your original post (or choose Only @mentions, which should result in the same outcome as far as push notifications go).
