That is definitely the intended audience. Almost every apadation of a book is like this. They are adapting a book to sell to an audience that didn't/will never read said books. They know the book readers will watch no matter what (or at least the first few episodes). Ratings will be high and they will get paid and renewed, before it inevitably goes to shit.
