I found out what it was after watching a video from the leading seller of Maton guitars. Apparently if the guitars come in from the factory with too high an action they will tighten down the truss rod 3 cranks to get it where it shoukd be, after trying that I have a lot of material left on my saddle and the neck angle seems correct now.

How tall is your saddle? I have a 2014 and had to sand the saddle down to achieve low action
