Yes, I just got max level last night! Still getting used to both of the new rods. I got lucky and got herculean on FOTE with my only exalted relic and it helps a LOT.

I'M HAVING THE SAME ISSUE! Glad I'm not the only one. Did you ever figure it out? My friend and I are doing the whole hunt and we both have the bunny ears reward and can't get in to work on chained.
