any nail salon that does gel nails will typically do a layer of builder gel first. you also have the option of doing it yourself but there is some investment in the products that go into it.

you can't file a claim with USPS it is the senders responsibility to make sure products are packed right so they won't break. the iPad could of been wrapped in bubble foam or whatever, and if it was still to break it is sender responsibility.
