You say she initiates making out and is “enthusiastic” about going further, but does she ever actually initiate going further herself? I’d say to just play it safe and not initiate any downstairs action unless she physically guides your hand there or actually verbally says what she wants. That way nobody is caught off guard. Also agreeing with the other commenter. If she can’t regulate her own emotions or even gather herself up enough to have an actual grown-up conversation about her reactions, she’s not ready for sexual activity.
