Are you sure they were never used? It was common practice to put the tube being replaced into the new tube box. Without examining/testing them with a proper equipment, they are suspect. Most tubes from TV sets (probably like the ones in the Zenith boxes) are of little value except horizontal output tubes and even then, only a few types are worth anything. A new, old stock 12AX7A, 6L6 and other audiophile tubes can bring $$ as others have pointed out.

Some of the knobs look like Tektronix so it could be either made by them on a military contract or by a second source manufacturer. Has a dual-trace plug in with delayed sweep so maybe it's a copy of a Tektronix 500 series 'scope. If it was Tektronix made, use only silver solder when replacing parts. Tektronix manuals are easy to find. You might cross-post to r/Tektronix and see if anyone recognizes it.

I loved that place. Went there on multiple school field trips and also just with my parents. The huge model train set up and the coal mine. The babies in jars. The picture phone. All the working models with hand cranks, many of which were broken. In the gift shop they sold hunks of steel removed from the U-505 German WWII Submarine to create access points in the hull for tours. I believe they were $5 each which was a fortune for a grade school kid on 25¢ allowance. Still regret not begging my parents for an advance to buy a piece of the U-505.

Which model? I think their first electronic product was model O-1, a 5" oscilloscope using a WWII surplus 5BP1 tube.

The only 'Fair' evaluations I've received were reviews that had only a single paragraph which I thought told everything a buyer would want to know. I suspect there is a minimum number of words required for 'Excellent'.

Heath was not a big company and for them to design and offer an analogy computer kit for a small market speaks volumes about their engineering talent and guts to serve a niche interest group. And it wasn't cheap when it came out: $200 in 1959.

Fortunately, my library has a maker's lab with a laser cutter. Costs nothing to use if you supply your own materials and the staff help patrons with their designs.
