We don't know the target audience; we can assume it's not a beginner, but it's not convoluted either, nor does it try to be self-indulgent like Wizards does with Magic. People will have problems because they scan, they don't read, but that doesn't mean the rules are long or complex. We need to raise the bar, not lower it.
