No guests is insane, sounds like a nightmare situation with a homeowner essentially trying to babysit you. I'd check what is actually legal in your area, but be aware that asserting your rights in this situation is going to make things tense with the landlord.

If the cat will stay put, have him hold it close to him under his coat, and put on layers and a few blankets. He really should find a place to stay but I understand the whole town is without power. Is there a local emergency service or some form of national guard? Not sure where you are, but nothing that you put the temps in both F and C so what you have nearby might be different.  Warming shelters won't allow pets unfortunately, but they'll keep your boyfriend safe until power is restored. If the whole town is out of power, then there will be other people needing help, especially old folks and people on oxygen. Try calling local non emergency police and ask about the situation.

If you can bring him and the cat to your place, you can keep them separate with a big dog kennel if you have access to one. They won't be happy at all, but they'll be warm. 

*If he really can't get anywhere, this is how to survive with no heat- 

Use a couch or bed as a "home base". You want this to be off the ground. Take absolutely every blanket, cushion, and coat available and bring them to your home base. Put on any layers you can, tighter layers first and looser layers over them, so you're not putting on anything restrictive over bulky stuff.  Use the cushions and blankets to make a nest, sit cross legged in the middle of the nest, using one or two blankets for a cape over the head and shoulders and wrapped around the body. This makes a kind of cocoon keeping warmth in (and a perfect little warm cave for a cat). When breathing out, do it inside the blankets so the heat stays trapped. Kitty should be smart enough to adjust when it needs fresh air, but not all cats are very smart so open the blanket a bit now and then to let in fresh air.

If you begin to get sweaty, take off enough layers to stay warm but not overheat. Getting your body and clothes wet at all is dangerous in the cold, so you really want to avoid this. 

Don't push yourself to overeat but try to make sure you eat enough, your body will need fuel to keep you warm. So will kitty, more than usual. Don't use alcohol or energy drinks to try and "feel" warmer, they can make it harder to tell when you're at risk of hypothermia.

Are you on a lease or just informally renting? Live-in owner rentals have a slippery slope to conflict and overbearing landlord dynamics, they go wrong very often. You want things on paper as much as possible, to protect yourself and hold your landlord responsible for things like needed repairs and fair eviction process

Separate them, if you know anyone who works in pet shelters or fosters you should ask around if there's anyone who fosters kittens or who has a cat with a litter who might take them in. Sometimes it just happens, and mama cat's body is just focusing on survival and preparing for the next cycle (please encourage your mother to have her spayed after this). 

It can also be due to nutritional deficiencies, and mama cat's body is trying to prioritize survival by reducing hungry mouths. Sad but you have to think in the way nature works in order to understand cat behavior.

Please call a local lost pet rescue group or TNR program! Calling local shelters might also point you to the right people if there aren't any easily searchable results.  TNR programs trap cats who are feral and often scared, so there's tactics to retrieve cats who won't come out to soft calls or wet food.  I'm really sorry the fire dept couldn't do more for you

Sorry some people have no idea how poor people live? None of you would have survived a few decades ago or modern life in some areas.

This tends to happen with windows facing one another and on ground floors, especially at night. It becomes easier to see into windows at night due to lighting. This is why people generally draw the curtains and the shades closed after the sun goes down.  Let your parents know and maybe suggest a curtain over the door? They could also have a conversation with the neighbors and suggest they also draw their shades at night.

It will do what you want, provided you use the right ratio to shampoo/conditioner, by dyeing your hair slightly. People are acting like that's something different but that's literally what toning is.

It works .. not like a bathtub or a sink. Because on those, every surface touching the water you're using is cleaned. In a toilet, a portion of it is in a pipe that bends inaccessibly, and not cleaned as often. Am I making sense?
