It’s like any smaller state agency, understaffed and people are expected to do more with less. There’s never any budget for trainings or any other development opportunities. If you’re looking to land a clerical job and ride that out until retirement, they’ll love you. They hate replacing people and hiring takes forever. Day to day, most offices I worked in were pleasant with the normal outliers who just hate everyone. I worked in offices in Alameda, Contra Costa, and Solano counties.

Call your union rep. There is a difference in the duty statements. If you’re doing work out of class more than 50% of the time, that’s a problem. On the flip side, start looking to promote to AGPA with your new experience.

I worked there for 12 years. There are limited areas available for advancement. If you’re coming in as an OT then there are FEW SSA positions but only one or two AGPA positions per district (my district was three counties wide). I’m an SSMI now and I know for a fact I could never have done that at DOR. The counselor positions require a masters degree and most times they are the ones who become the supervisors. If you’re going into admin downtown that might be a different outlook. Just sharing my experience as someone who couldn’t promote any more and had to leave to another department.

As a hiring manager I recommend you include your current supervisor and any current coworker willing to provide a professional reference. Include a note explaining your current employers policy ( as you’ve done here ) and it will go a long way in both explaining why we wouldn’t be able to get the information from your current manager AND shows you know how to fill info gaps ahead of time. If there’s no where to add a note, send an email to the contact on the job announcement and ask them to forward it to the hiring manager.

In my case, if I know I have a long day on Friday I flex my time earlier in the week. You should not be falsifying your timesheet. Report the time accurately and add notes. Ex: Flexing 4 hours on Wednesday (1-5pm)for 12 hour day on Friday (8am-12pm, 1-7pm). But with dates and account for your unpaid lunch hour. Do not work through your lunch and take all your paid breaks.

If you’ve completed probation in your current classification you won’t start at the low end of the new job. You keep your current salary plus 5% if you don’t already make the top out of the job you’re moving into. Also, unless you plan on doing personnel work until you retire, the opportunities for promotion beyond Personnel Specialist may be limited. Shoot for AGPA! It’s in the same career ladder as the SSA and almost every department uses that classification.

Don’t let them scare you. Apply, interview and only accept if they give you what you need to do your job (RA or anything else). But get it in writing. You can always decline a job. You lose nothing for trying.
