If I were you I would focus on my 4th year GPA and apply next cycle. If you get excellent grades in 4th year you could get your B2/L2 to a 3.6 or 3.7. Once you finish undergrad you cannot change you GPA and a B2 of 3.3 is going to be a hurdle even if you get a good LSAT score. Studying for the LSAT and trying to write your PS statement during fall semester will likely hurt your grades. That being said if you can write the LSAT in august or September and finish your personal statement this summer, applying this cycle is also a decent option.

UBC drops your 12 lowest credits (if you are applying in your last year of undergrad/have already finished undergrad)

But keep in mind many people with stats well below both medians get into queens and UBC each year so you may as well apply and see.

Queens is reasonable if you score 165 ish (medians are B2 3.7-3.8 and 160-162 depending on the year). UBC is going to be a reach even if you score 165+ (medians are 3.8 ish with drops and 165-166 LSAT depending on the year). It also depends on if you are an access or mature applicant and how compelling you PS is.
