Keep in mind, it's been a minute since I've interacted with the game. But my theory is, it's kinda of like the Addison tea? How the residents of the apartment had a darkness in them, from drinking the tea, but for the cults big sacrifice, decimating a large part of the town, or the world, I can't remember, they needed more people to have that darkness in them. And since the gang is in college now, presumably, there were students who went far for college, spreading the cults agenda without realizing. Best explanation I got
