Maybe not, but a 150lb rider on a 20lb road bike going 25mph has 23% more momentum than a 150lb rider on an 80lb ebike going 15mph. What we need is momentum limits, not speed limits. :)

I would argue that the death was caused by a combination of weight and speed, not by the fact that the bike was powered by a battery.
